Warmer Kiwi Homes Programme
Warmer Kiwi Homes is a Government subsidy programme for ceiling and underfloor insulation and ground moisture barriers.
The Government is picking up 80% of the costs. In Otago, Cosy Homes Trust pick ups the additional 20% to make the insulation programme free for qualifying households.
In 2019, Warmer Kiwi Homes began offering subsidies for heating appliances as well - click here for more info on heating subsidies.
Access to the programme is through the Warmer Kiwi Homes website or via one of the approved installers listed below.
There are two eligibility scenarios.
Eligibility One
In the first scenario you will need to:
- own and live in the home, which must have been built before 2008 AND
- have a Community Services Card or SuperGold + CSC combo card.
In this case, you will receive 100% subsidised insulation.

If you own your pre-2008 home and have a Community Services Card or SuperGold/CSC Combo, you can contact the installers directly to enroll in the programme. In Otago, there are several installers approved to do the work:

Eligibility Two
This is for homeowners who DO NOT have Community Services Cards. In this second scenario you will need to:
- own and be living in your pre-2008 home in an area identified by the Government as "warm up zones".
These households are also eligible for 100% subsidised insulation.
