Insulation
EECA's Warmer Kiwi Homes insulation scheme provides subsidised ceiling and underfloor insulation for eligible owner-occupied households.
What's an R-value, anyway? For more about insulation basics, including different types and how to install them, check out the EECA Gen Less and Smarter Homes NZ websites.
The Clutha District Council's Warm Homes targeted rates programme allows residents in good standing with the rates department to spread out the costs of floor/ceiling insulation and/or clean heating appliances over 10 years via their rates payments. This could be a great option for those who don't qualify for the EECA insulation programme, or who still want to take advantage of reasonable financing to heat their homes efficiently. Check the website for more information and examples of payments.
Windows & Curtains
If you have wooden window frames and can operate scissors, you can help stop heat loss with DIY window insulation kits. They are easy to use and widely available at retail outlets like Bunnings and Mitre 10.
Good curtains and blinds can reduce heat loss through windows by 60% for single glazed windows. Energywise has some curtain and blinds checklists to help you make the most of this low-cost measure.
The Dunedin Curtain Bank distributes low-cost custom fitted, thermally-lined curtains to Community Services Cardholders and others in need. Have unwanted curtains to donate? Get in touch with them at 03 425 9678 or [email protected]

Healthy Homes Design Guide
The Healthy Homes Design Guide, launched in November 2020, has had input from over 70 professionals across New Zealand, working together to improve New Zealand’s housing quality. With many of New Zealand’s homes being cold, damp, and mouldy it certainly needs improving.
NZ’s building standards are over 20 years behind, and it is making us sick. We have one of the highest rates of asthma death in high-income countries. Asthma New Zealand, a supporter of the guide, says that 87% of their patients live in housing unfit for human habitation.
The purpose of the Healthy Home Design Guide is to provide a step-change pathway to help designers bridge the gap between standard code-compliant dwellings and the solutions required to achieve International Best Practice. It provides recommendations for Healthy, Resilient, Low Carbon Homes that are simple to achieve and don’t require an arduous and costly rating or certification process.
